Voters Reject Data Centers in Dozens of Ballot Measures

Voters in at least 38 jurisdictions passed bans or restrictions on data centers on Tuesday.

Semafor's count differs slightly:

more than 30 localities across nine states voted for moratoriums, outright bans and other measures, some aimed at specific projects already underway.

The measures ranged widely.

They included flat bans, short-term pauses, energy consumption caps, and rules requiring voter sign-off before construction begins.

Just one measure, in Harwood, North Dakota, counted as a win for the tech industry.

The politics extend beyond local ballots.

An NBC exit poll found 56% of voters rated AI and data centers as a crucial or major influence on their congressional vote.

Democrats ran anti-tech or anti-data center ads in more than 130 federal and gubernatorial races, and the pressure pushed some Republicans into promising tougher regulation.

For teams planning capacity, the practical effect is more siting risk, longer permitting timelines and likely higher costs for hosted inference.

Why it matters: Local opposition is now a measurable constraint on US compute supply, so teams with large inference commitments should check where their providers' capacity is planned.

Salesforce Puts Agentforce Coworker on $50 Per-Seat Pricing

Salesforce announced that

more than 185,000 users are on Agentforce Coworker, with Adecco Group, Fulton Bank and BACA Systems expanding adoption.

It cites

21x usage growth in three months.

The expansion adds

pricing of $50 per user per month

, plus

reusable Skills and Conversation History.

Teams support and apps for iOS, Mac and Windows are scheduled for general availability this month.

Scheduled tasks and Daily Digest are expected in December.

Coworker also gets new connectors.

It can now combine Salesforce account data with emails, calendar entries and files when preparing meeting briefs or renewal plans.

A Coworker MCP server and a free trial for Flex Credits customers are also due for general availability this month.

The per-seat model differs from Salesforce's June Help Agent, which

charges only when it resolves an issue autonomously.

It also lands next to Microsoft, which priced

Agent 365 at $15 per user per month.

Salesforce | Technobezz

Why it matters: Salesforce is selling employee-facing agents per seat and customer-facing agents per outcome, so buyers will need to model both pricing types in one budget.

CrowdStrike Adds Agent Insider Threat Detection and an AI Kill Switch

At Fal.Con Europe on November 4, CrowdStrike said

Agent Insider Threat Detection arrives in Falcon Next-Gen SIEM in Q4. It learns normal behavior for AI agents and the employees who run them, and flags suspicious activity even when no security policy was breached.

Its coordinated multi-agent investigations, first shown in September, are now generally available.

The new Falcon Guardian AI Kill Switch terminates an agent immediately.

Rollout is staged.

Policy-drift guardrails are slated for the first quarter of the next financial year.

Approval gates are planned to extend from individual tool calls to entire agents, applications and workflows.

CrowdStrike's argument is that

policy and log-based tools miss a drifting agent because there is no violation to catch.

CrowdStrike | Unite.AI

Why it matters: Security teams running dozens or thousands of agents now have a behavioral-baseline option from a major vendor, though the detection piece will not ship until Q4.

Key Developments

Apple's 10-K Warns AI Agents May Act Without Authorization

Apple's annual filing says

AI agents, whether built by the company or by third parties, may take actions that were "not directed, instructed or authorized."

It lists examples such as reaching systems they may not have permission to enter, running or changing code, sending messages and finalizing purchases.

Apple also said it may have only limited power to supervise third-party agents.

The scale of the change is notable.

Apple's AI risk section grew from 199 to 628 words in one year, and AI references in risk factors jumped from 6 to 45.

The filing is risk language, not an incident report.

The 10-K does not report any incident involving an AI agent.

It still gives enterprise IT teams cited language to use when asking agent vendors for reversibility guarantees and indemnification.

Fortune | Quartz

Impact: A platform owner has put in writing that it cannot fully control third-party agents on its devices, which strengthens the case for per-agent permissions and audit trails in your own deployments.

Anthropic Publishes FlashProve and Widens Text Watermarking

Anthropic released an open-source research system called FlashProve,

built to provide "provable inference": a cryptographic proof that a given output came from a specific model.

Labs would publish a "fingerprint" of each model they release, which can later be matched to specific outputs.

Anthropic tested it on Meta's Llama 4 Maverick. Each proof was about 19 MB and verified on an ordinary processor in 17 to 21 seconds.

The limits are real:

there are no plans to deploy it at Anthropic or any other lab

, and

the GitHub repository describes it as an unmaintained research prototype.

Separately,

starting November 3, Anthropic applies its invisible text watermark to Mythos 5, Opus 4.7, Opus 4.6 and Sonnet 4.6.

The rollout is worldwide with no opt-out, adds no extra tokens and does not affect pricing.

One caveat for API users: Sonnet 4.6 requests that set temperature, top_p or top_k to non-default values might not carry the mark, and the docs advise leaving all three out if you rely on it.

Sources disagree on scope.

One report says Anthropic's release notes name three models, not four.

The customer email adds that Amazon Bedrock rollout may take a few more days.

Impact: If you pin sampling parameters on Claude calls, test whether your outputs still carry the watermark, and keep FlashProve on your watch list for auditing model substitution by hosted providers.

Google Commits $15B to Malaysia Data Centers for 2027-2028

Google will invest $15 billion in Malaysia from 2027 to 2028, spending on data center campuses, clean energy, water security and worker upskilling.

New campuses are planned in Selangor and Negeri Sembilan, alongside the operational Elmina Business Park site.

Google also said

it will pay for 100% of the power its campuses use and the direct grid-connection costs.

The pledge arrives with strain already visible:

data centers are forecast to use one-third of Malaysia's total energy consumption by 2035.

Nikkei Asia (Reuters) | The Next Web

Impact: Google is adding Asia-Pacific capacity and covering its own power costs, which is the same community-cost argument US operators are losing at the ballot box.

Product Launches

LangChain LangSmith BYOC on Azure and Google Cloud (Beta)

LangSmith Bring Your Own Cloud is now in beta on Microsoft Azure and Google Cloud, expanding beyond AWS, where it is generally available.

Data stays in the customer's virtual network while LangChain manages scaling, schema updates and runtime dependencies.

Two details to note:

Google Cloud data planes can run in any region but are managed from LangSmith's US control plane

, and

provisioning a BYOC data plane still requires contacting LangChain sales.

Teams with data residency rules on Azure or GCP can now keep traces, prompts and agent deployments in their own accounts without self-hosting the platform.

Unite.AI

Why it matters: Teams with data residency requirements gain more flexibility in where LangSmith data lives, though the sales-led provisioning step and US-based control plane remain practical constraints.

Salesforce Coworker MCP Server

Alongside the pricing change, Salesforce says

a Coworker MCP server for connectivity is scheduled for general availability this month.

That would let outside agents and tools connect to Coworker through a standard protocol. Teams already building on MCP should watch for the GA date and permission model.

Technobezz

Why it matters: A standard-protocol connection point lets third-party agents and tools work with Coworker, which could reduce custom integration work for teams already invested in MCP.

Funding & Deals

Fal Raises $1.3B at a $16B Valuation

San Francisco-based Fal runs image, video and audio models for developers through a single API.

It hit $800M in annualized revenue earlier this year.

It rate-limited customers over the summer after demand outstripped its compute capacity

, and the new capital funds more compute.

Bessemer lists Adobe, Canva, Shopify, World Labs and Amazon among the large companies running production work on the platform.

The valuation

doubles the $8B mark from April.

Separately, Bloomberg reports

rival Baseten is set to raise about $2 billion in two tranches at $26 billion and $30 billion.

Led by Bessemer Venture Partners.

The Next Web | Bloomberg

Why it matters: Investors are putting large sums behind inference platforms as demand for generative media and compute continues to outstrip supply.

Traversal Raises $120M Series B at $1B Valuation

New York-based Traversal sells AI agents that investigate why production software breaks.

Its Production World Model turns telemetry, code, deployment history and organizational knowledge into a continuously updated, AI-readable view of a production environment.

Nubank, Harvey, DigitalOcean, PepsiCo and American Express use it, the company said.

Monthly investigations grew from 513 to nearly 73,000 during 2026.

On the company's own ORCA-bench,

the best of five frontier agents identified the root cause in only 25.3% of medium-difficulty incidents.

Led by Kleiner Perkins, Redpoint Ventures and Khosla Ventures.

Traversal | The Next Web

Why it matters: AI-driven incident investigation is gaining commercial traction, but the company's own benchmark shows frontier agents still miss most medium-difficulty root causes.

Sentra Raises $150M Series C

Sentra,

co-headquartered in New York City and Tel Aviv and founded in 2021

, finds and classifies data across environments,

maps assets reachable by users, AI agents and service accounts, and enforces least-privilege policies.

Its pitch is to secure data before an agent reaches it, rather than vetting each request at runtime.

Lyft's CISO said Lyft uses it to determine what data its agents can reach before activating them.

The raise follows 300%-plus year-over-year growth.

Led by Capital One Ventures.

SecurityWeek | Axios Pro

Why it matters: As agents gain access to enterprise data, securing and scoping that data before activation is becoming its own product category.

Tomorrow's Watch List

  • Baseten's reported $2B round at $26B to $30B: no announcement yet, and terms are not final.
  • Salesforce Agentforce Coworker: Teams support, desktop and mobile apps, and the MCP server are all slated for general availability this month.
  • Data center fallout: watch for hyperscaler and utility statements on stalled or restricted projects after the ballot results.
